Governance Commission Calls for New Strategy to Reduce Fire Outbreaks

Monrovia, Liberia — 19 November 2025 — The Executive Director of the Governance Commission, Hon. Jallah C. Kesselly, has called for a renewed strategy and strengthened partnership with the Liberia National Fire Service (LNFS) to reduce fire outbreaks nationwide. The proposal includes exploring Public-Private Partnerships to mobilize resources and technical expertise. Hon. Kesselly emphasized the need for expanded public education and awareness campaigns, as well as urgent policy reform. He proposed a community-led fire protection model that would zone neighborhoods and introduce a modest monthly household contribution to fund local prevention and response efforts. Mr. Kesselly made a statement today when a GC delegation met with officials of the Liberia National Fire Service (LNFS) in a visiting meeting that brought together senior Governance Commission officials and LNFS leadership to identify immediate operational gaps and develop medium- and long-term measures to improve fire prevention, response capacity, and institutional effectiveness across Liberia. LNFS Director Hon. Garsuwah Barvoul told the delegation that the current fire service law dates to 1963 and requires a comprehensive review and update to reflect today’s risks and technologies. He highlighted severe budgetary and operational constraints that have stalled decentralization, disrupted routine operations, and undermined response readiness. Director Barvoul also raised concerns about urban planning and high-risk settlements, noting that informal housing in alleyways often blocks emergency access. He announced a fire-awareness campaign beginning on the 20th of November 2025 in the 1603 Community in Barnesville, followed by outreach in Naklay Town and Johnsonville, both of which the LNFS has identified as high-risk communities.
